I used the lovely "Cute Helen" kit by Whisper in the Wind for these tags.  It comes with 100 elements, 3 frames, and 10 papers and is sure to dazzle your tags.  They are sold at her stores here:   Scraps & Company, Spazzd Art, Pics For Design.
